After the first months of implementing the public service of exchanging level 4 driver's licenses with low results, from March 2023 to now, Ha Tinh Post Office has focused on many solutions to increase the exchange rate.
From November 15, 2022, the Ministry of Transport will start implementing the public service of exchanging driver's licenses (GPLX) level 4 nationwide. In order to increase the rate of issuance and exchange, along with the coordination with the specialized agency of the Department of Transport, Ha Tinh Post Office has made efforts to innovate propaganda, training and coaching... to increase the rate of issuance and exchange.
The provincial post office has increased propaganda about issuing and renewing driving licenses on social networking sites.
For many months now, on the fanpage of the Provincial Post Office, district, town, city post offices and all workers, information about online driver's license issuance and renewal has been widely publicized so that people know and when needed, they can go to the nearest post office for support.
Ms. Nguyen Thi Hoa, a transaction officer at Huong Khe District Post Office, shared: “Following the instructions from the Provincial Post Office, we actively promoted on Facebook and Zalo so that people could access information and participate in online driver's license issuance and renewal. For more than 2 months now, as the information has spread, the number of people coming to issue and renew their driver's licenses has increased. We are happy to support people to carry out procedures quickly, saving time, effort and costs.”
Ms. Nguyen Thi Hoa, a transaction officer at Huong Khe Post Office, supports people in renewing their driver's licenses.
To be ready to serve people when they need to submit partial and full online public service applications, the Provincial Post Office has researched and compiled a set of guidance documents; at the same time, organized training for more than 300 transaction officers and cultural staff of 273 post office transaction points, in the form of hand-holding and instruction.
In addition, the Provincial Post Office also checks the Internet connection and provides knowledge and skills to create accounts on the National Public Service page and submit applications for driver's license renewal on the Public Service Portal of the Vietnam Road Administration; at the same time, issues documents to deploy and assign support targets to each transaction officer and employee.
In just 10 minutes, Mr. Nguyen Duy Duong, Cam Binh commune (Cam Xuyen) completed the issuance and renewal of his driver's license thanks to the support of a post office teller.
Mr. Nguyen Duy Duong, Cam Binh commune (Cam Xuyen) shared: "Following Facebook, I see that the issuance and renewal of driving licenses can be done at the commune or district post office and does not need to go to the provincial public administration center.
In less than 10 minutes, under the enthusiastic guidance of the district post office teller, I completed the issuance and exchange procedures; all problems in the information entry process were quickly resolved."
The provincial post office organized training for tellers and commune cultural staff on online driver's license issuance and renewal.
According to the latest data, the results of supporting people to create National Public Service accounts and submit online driver's license renewal applications for the entire period from March 15, 2023 to May 31, 2023 via the postal system are: 624/631 applications, accounting for 99%.
The above results have increased the rate of online records generated by the Department of Transport in particular and improved the digital transformation index (DTI) of the province in general (according to the results of the survey, monitoring and measurement of the quality of online service provision, Ha Tinh temporarily reached 60 points, ranked 48/63 provinces and cities directly under the Central Government).
The rate of online driver's license issuance and renewal in Ha Tinh is gradually increasing.
Mr. Nguyen Long Giang - Director of Ha Tinh Post Office said: "Hopefully with the support of the postal system, people will find it easier to conduct online transactions, thereby creating habits and skills to conduct other online transactions, in line with the current digital transformation trend.
These efforts also help the Provincial and District Public Administration Service Centers reduce the workload, improve the quality and efficiency of providing and using online public services in the province. The Provincial Post Office will continue to strongly participate, accompany and coordinate with relevant agencies to increase the rate of online driver's license issuance and renewal in particular and the use of online public services in general.
In early June 2023, the Ministry of Transport sent a document to the People's Committees of provinces and cities directing its affiliated units to strengthen propaganda on the implementation of online public services to change driving licenses issued by the transport sector and seriously receive and process records on the system to ensure the deadline according to regulations. The Ministry of Transport recommends that localities increase the implementation and settlement of administrative procedures online, and return results via public postal services for the issuance and renewal of driving licenses. At the same time, the Department of Health is required to direct qualified medical facilities to conduct health examinations for drivers in the area to connect and update health examination data to the information system of the Vietnam Social Security according to the instructions of the Ministry of Health. |
