On the first day of the official session, the congress listened to the representative of the Presidium report on the results of the preparatory session on the afternoon of September 3; the Political Report of the Party Executive Committee of the General Department of Politics; the Review Report of the Party Committee, term 2020-2025; the draft Action Program to implement the Congress Resolution. Next, the delegates participated in discussions, gave opinions on the above reports and discussed and contributed opinions on the draft documents of the Central Executive Committee to the 14th National Party Congress and the draft Political Report of the Central Military Commission to the 12th National Party Congress of the Army...

Notably, it has actively and proactively researched, advised, and proposed to the Central Committee, directly and regularly to the Central Military Commission many basic and strategic policies and solutions, building a clean and strong Party organization of the Army, building a politically strong Army, highlighting the functions of the Army; the qualifications of strategic-level cadres have been raised, the quality and efficiency of work have been increasingly improved; the qualities of Uncle Ho's soldiers have continued to be promoted, contributing significantly to maintaining and strengthening the absolute and direct leadership of the Party in all aspects over the Army. Strategic staff agencies have always innovated and been creative in directing and guiding to improve the quality and efficiency of Party work and political work (CTĐ, CTCT); closely combining ideological work, organizational work and policy work. The role, position and prestige of the General Department in advising the Party, State and Central Military Commission on political work and organization in performing military and defense tasks, and building a politically strong Army are maintained and strengthened.

The work of internal building of the Agency has been comprehensively implemented, the quality of political education has been improved; ideological management has been strict and comprehensive. Training, education, combat readiness, regular building, and discipline enforcement have had many progressive changes; logistics, technical, financial, and other security work always meet the requirements of the task. The leadership capacity and fighting strength of Party committees and organizations at all levels have continued to be improved; the vast majority of cadres and Party members have maintained and promoted their exemplary vanguard role, with steadfast and steadfast political will, good moral qualities, and qualifications and abilities that meet the requirements of the task. In particular, the general direction and goals identified by the congress are: Focus on leading the study, research, thoroughly grasping and seriously organizing the implementation of the Party's guidelines and policies, the State's policies and laws, military and national defense tasks and the tasks of the Party Central Committee and the Central Military Commission; firmly grasp the functions and tasks, promote the role and position of the General Department of Politics, regularly innovate and synchronously implement solutions to improve the quality and effectiveness of research, forecasting and strategic advice and direction on the Party Central Committee and the Central Military Commission, contributing to building a strong and clean Party organization of the Army, building a revolutionary, disciplined, elite and modern People's Army; maintaining and strengthening the absolute and direct leadership of the Party in all aspects over the Army and the military and national defense cause. In his speech directing the congress, General Trinh Van Quyet emphasized that the Party Committee of the General Political Department is the congress of a special Party Committee, an agency with the most important position in the Party organization system of the Army, with a glorious history, heroic tradition, closely associated with the growth and victory of the Vietnam People's Army. At the same time, he affirmed that under the direct and regular leadership and direction of the Central Military Commission, the leadership of the Ministry of National Defense, promoting the glorious tradition of more than 80 years of building, fighting and growing of the General Political Department of the Vietnam People's Army, the Party Committee has led and directed the Agency to comprehensively complete the goals and tasks set out in the Resolution of the 19th National Congress, many tasks have been completed well and excellently.

After summarizing and emphasizing the outstanding results in all aspects of work, on behalf of the Central Military Commission and the leaders of the Ministry of National Defense, General Trinh Van Quyet commended, acknowledged the efforts and congratulated the achievements that the Party Committee and the General Department of Politics had achieved in the past term. He also assessed that the Political Report at the congress had seriously and frankly pointed out the limitations and shortcomings, which demonstrated a spirit of receptiveness, responsibility and high fighting spirit; at the same time, he requested the delegates attending the congress to promote democracy, promote the spirit of self-criticism and criticism, analyze and clearly point out the causes, draw lessons to find solutions to thoroughly overcome them right from the beginning of the new term.

In addition to the above contents, General Trinh Van Quyet requested to focus on building a truly exemplary, representative, and strong Party Committee of the Agency; constantly improving the political capacity, qualifications, and intelligence of the entire Party Committee and each cadre and Party member, first of all, cadres in charge of leadership and command at all levels. General Trinh Van Quyet noted that, along with the above tasks, it is necessary to lead in improving the quality of press and media activities; focus on implementing the Project to build the People's Army Newspaper and the Army Radio and Television Center to become the country's main, multimedia media agency; continue to consolidate and improve the organization and improve the quality of activities of judicial agencies in the Army.
