The 5th North-South Expressway rest stop project finds an investor

The investment project to build and operate the Km205+092 rest stop under the Vinh Hao - Phan Thiet component project on the North - South expressway in the East will have to complete construction within 18 months.

The Director of the Vietnam Expressway Administration has just signed a decision approving the results of selecting investors for the project to invest in the construction and operation of the Km205+092 rest stop under the Vinh Hao - Phan Thiet component project on the North - South expressway, Eastern section.

Accordingly, the winning investor is the Thanh Thanh Nam - Chau Thanh - Viet Han - Saigon Investment - Thanh Thanh Cong Lam Dong Joint Venture (Joint Venture Thanh Thanh Nam Joint Stock Company - Chau Thanh Petroleum Service Trading Company Limited - Viet Han Automobile Joint Stock Company - Saigon Investment Investment and Development Joint Stock Company - Thanh Thanh Cong Lam Dong Tourism Company Limited).

The winning bid price of this Project includes the value in cash paid to the state budget of 81,009 billion VND; the preliminary value of the project implementation cost is 316,491 billion VND; the value of compensation, support, and resettlement is 36.37 billion VND. The overall progress of the Project is 18 months, of which the time to complete the public service works is 12 months; the project exploitation time after completing the investment work is 25 years.

The Ministry of Transport assigned Project Management Board 7, as the inviting party, based on the approved results of investor selection, to organize the implementation of the next steps in compliance with the provisions of the Bidding Law and Decree No. 23/2024/ND-CP detailing a number of articles and measures to implement the Bidding Law on selecting investors to implement projects in cases where bidding must be organized according to the provisions of the law on industry and sector management.

During the implementation process, it is necessary to pay attention to negotiating with the winning investor to shorten the progress of public works to serve the essential needs of people and vehicles participating in traffic on the route.

The investment project to build and operate the rest stop station Km205+092 under the Vinh Hao - Phan Thiet Component Project includes the construction of a pair of rest stops, in which the station on the right side of the route has a total area of ​​5.5 hectares; the station on the left side of the route has an area of ​​about 7.5 hectares.

The project has 3 types of items to serve the needs of traffic participants. Specifically, public service works (providing free services) include: Parking lot; resting space; temporary rest room for drivers; restroom; information center; place to organize and launch propaganda on traffic safety; place of duty for rescue workers, first aid for traffic accidents.

Commercial service facilities include: Food and beverage service area; product display and sales area; fuel station; electric vehicle charging station; vehicle maintenance and repair workshop; car wash; restaurant; entertainment area; children's play area; auxiliary facilities; other essential services to meet people's needs.

Auxiliary works include: Local or rest stop symbols; places for production and processing of local specialties; places for community activities (for organizing fairs, cultural activities); and auxiliary works in the investment incentive category.

Previously, the Ministry of Transport also approved the winning investor in 4 investment projects to build and operate rest stops on the North-South expressway in the East, including: rest stop station Km90+900 of the Cam Lam - Vinh Hao component project; rest stop station Km144+560 of the Vinh Hao - Phan Thiet component project; rest stop station Km329+700 of the Mai Son - National Highway 45 component project; rest stop station Km47+500 of the Phan Thiet - Dau Giay component project.
