Expectations for agricultural breakthrough from trillion-dollar project

A trillion-VND project with ODA capital from Japan invested in improving agricultural infrastructure is expected to solve infrastructure “bottlenecks”, opening the door to sustainable development for the agricultural sector. The Dalat Flower Trading Center, the highlight of the project, is not only a place to connect agricultural products but also a symbol of Vietnam-Japan friendly cooperation.

"Boost" from ODA capital

This project has ODA capital worth over 4.7 billion Yen (equivalent to 829 billion VND) from the Japanese Government and this is considered an important "boost", focusing on key areas such as transportation, irrigation and flower trading centers. This is also the most preferential loan ever, demonstrating a strong commitment from the Governments of Vietnam and Japan when the project allows for quick disbursement, directly into the state budget.

The project to improve agricultural infrastructure in Lam Dong province (phase 1) managed by the Construction Investment Project Management Board No. 1 has been and is being implemented in Da Lat, Duc Trong, Lac Duong, Don Duong and Lam Ha (old). The project includes 15 sub-projects aiming to improve traffic and irrigation infrastructure, creating a premise for the strong and breakthrough development of Lam Dong agriculture. Not only that, the project also contributes to realizing two important strategic goals of the province, which are to build Lam Dong into the province with the number 1 brand in Vietnam for vegetables and flowers and to become the number 1 vegetable production cluster in Southeast Asia.

Up to now, this project has been and is being urged to be implemented by the Provincial People's Committee, and has initially achieved remarkable results. According to the report of the Construction Investment Project Management Board No. 1, the capital allocated for 2025 is 48.7 billion VND, of which ODA capital is 18.7 billion VND. Currently, nearly 16 billion VND has been disbursed, reaching a rate of 32.8%.

The project has now completed the conversion of forest use purposes. According to the report of the Construction Investment Project Management Board No. 1, the unit is coordinating to complete the procedures for converting the purpose of using rice land with an area of ​​about 4.8 hectares, expected to be completed in the fourth quarter of 2025. The compensation and site clearance work is also being directed by the province to be accelerated, expected to be completed in the fourth quarter of 2025.

According to the plan, from September 2025 to November 2025, it is expected to complete and submit for appraisal the design of construction drawings and estimates of sub-projects. In the fourth quarter of 2025 to the first quarter of 2026, the selection of contractors and commencement of construction packages will be organized. The Board plans to disburse all the capital allocated in the year, including 30 billion VND of provincial budget capital and 24.5 billion VND of ODA capital (after capital supplementation).

Dalat Flower Trading Center - a special highlight

Among the 15 sub-projects, the Da Lat Flower Trading Center is considered a highlight, promising to become a commercial center connecting local agricultural products with domestic and foreign markets. The center is built in a prime location, right at the end of Mimosa Pass, near the province's key vegetable and flower growing areas. The infrastructure works in the Da Lat Flower Trading Center area under construction include: 3 parking lots (over 6,310 m 2 ); internal traffic roads; grade IV mountain main roads; reinforcement of the main stream (over 240 m); reinforcement of the secondary stream (nearly 273 m).

The project to improve agricultural infrastructure in Lam Dong is not only a simple economic project, but also a symbol of friendly cooperation between Vietnam and Japan. The project is expected to bring positive changes to the local agricultural sector, improve people's lives and contribute to the socio-economic development of the province.

However, the project still faces many challenges and to achieve the set goals, it requires close coordination between levels and sectors, consensus of the people and the continuous efforts of the investor and contractor to complete the project on schedule.

In July 2023, the Japan International Cooperation Agency (JICA) signed an ODA loan worth VND 10,672 billion to the Vietnamese Government to implement important projects. Of which, the loan for the project to improve infrastructure for agricultural development in Lam Dong province (phase 1) worth VND 829 billion.
