Over the past time, the People's Public Security force has promoted its exemplary, pioneering role in digital transformation, contributing to the whole country's implementation of the Resolution.
Be a role model and take the lead in implementing the Party's policies
Major General Nguyen Quoc Toan, Chief of Office and Spokesperson of the Ministry of Public Security, emphasized that Resolution No. 57-NQ/TW of the Politburo, as affirmed by General Secretary To Lam, has strategic significance, shaping the path of rapid and sustainable development of the country in the new period, especially in the context of our country implementing the 2-level local government model.
According to the Spokesperson of the Ministry of Public Security, with the spirit of being exemplary and taking the lead in implementing the Party's policies, immediately after the Politburo issued Resolution No. 57-NQ/TW, the Ministry of Public Security established a Steering Committee headed by the Minister, resolutely implementing the Resolution comprehensively in key working groups, including proactively researching and submitting to the Politburo for issuance of Conclusion No. 158-KL/TW on building a security industry in the era of national development and growth.
The Public Security force has promoted its core role in implementing Project 06; developed the VNeID application with 48 utilities, attracting an average of 1.5 million visits per day; built 11 digital applications and national digital platforms, of which it is expected that by August 19, 2025, 5 applications and digital platforms will be piloted; thereby contributing to reducing paper documents in handling administrative procedures, creating maximum convenience for people and businesses.

In addition, building and effectively operating the National Data Center, creating a foundation for building national digital infrastructure, building a digital government, digital economy, digital society, and promoting the transformation of the country's governance model towards modernity.
“The People's Public Security Forces actively advise on perfecting the law, removing 'bottlenecks', and creating a legal foundation for implementing Resolution 57,” said the spokesperson of the Ministry of Public Security. In particular, it proposed that the Government submit to the National Assembly the Law on Personal Data Protection; proposed to amend and supplement the Law on State Secrets Protection, merge the Law on Cyber Security and the Law on Network Information Security; advised the Prime Minister to issue 1 resolution, 3 decrees, 1 decision...
In addition, many fundamental and strategic projects have been implemented; 146 tasks have been registered to continue perfecting the infrastructure for science, technology, innovation and digital transformation; and digital transformation has been strongly promoted in the People's Public Security...
“The results achieved in recent times have contributed to bringing many great benefits to people, businesses, and society, improving the quality of public service and promoting socio-economic development,” the spokesman of the Ministry of Public Security assessed.
The combination of Resolution 57 and Project 06 creates a breakthrough
With the goal of "taking people and businesses as the center of service", in recent times, Project 06 has been bringing many benefits such as electronic health records, issuing Criminal Records on VNeID, biometric identification at airports, paying social security via VNeID, implementing the collection of DNA samples of martyrs' relatives nationwide...
At the same time, fundamentally changing the manual administrative system to serve in a modern electronic environment, people with just a phone and the Internet can perform many public services such as re-issuing and changing citizen identification cards; registering permanent residence; registering temporary residence; declaring temporary absence; notifying residence; registering birth;...
Those important results are not only the efforts and determination to innovate of the People's Public Security force, the close and effective coordination with ministries and branches, but also a profound mark of the spirit of serving the people, accompanying the country's progress in the digital age.
Colonel Vu Van Tan, Director of the Department of Administrative Management of Social Order, Ministry of Public Security, Secretary of the Working Group implementing Project 06, assessed: Project 06 is not only a technology project but also considered a strategic "launch pad", helping to realize the goals of Resolution 57 effectively and sustainably.

“The combination of Resolution 57 and Project 06 creates a breakthrough transformation for the People's Public Security force, helping it become a "digital fulcrum" for the country and ministries, branches and localities in the national digital transformation process,” said Colonel Vu Van Tan.
In addition, the construction and operation of the National Population Data Center along with the issuance of chip-based citizen identification cards, as well as the recent construction of the National Data Center by the Ministry of Public Security, not only facilitate population management but also constitute a breakthrough in administrative reform.
The close connection between digital technology and organizational innovation creates conditions for ministries and branches to proactively exploit and integrate national population data from the National Data Center, thereby developing many diverse and practical digital public services.
The national digital network becomes seamless and interconnected, minimizing costs, increasing service speed and improving social management efficiency, from healthcare, education, to finance, taxes, etc.
“Digital heart” in the national digital transformation process
One of the focuses of Project 06 is the construction of the National Data Center. This is considered the “digital heart” in the national digital transformation process, where data is connected, synchronized, analyzed and exploited to serve the management and provision of public services.
Lieutenant Colonel Nguyen Thanh Vinh, Deputy Director of the Center, assessed that this National Data Center will be a solid foundation for industries to implement extensive digital transformation, making an important contribution to the implementation of Resolution 57.
Not only does it serve as a data storage center, the National Data Center is also the “brain” of multidimensional data analysis, providing tools and technology platforms to help convert “raw information” into reports and in-depth analysis to serve administrative management, ensure national security, prevent and combat crime, and promote socio-economic development.

In particular, standardized, synchronized and transparent population data from the Center is widely provided to ministries, branches and local authorities, breaking down long-standing barriers to local information.
Thanks to that, an interconnected digital network and effective data sharing was formed, helping every stage of social management become tighter, more seamless and transparent. This connection has created a solid foundation for sectors such as healthcare, education, finance, tax, etc. to effectively promote extensive digital transformation, bringing practical benefits to people and businesses.
“Not only does it make an important contribution to the implementation of Resolution 57, the National Data Center is also a symbol of the synchronous development between technology and national governance,” said Senior Colonel Nguyen Thanh Vinh.
In addition to improving administrative procedures, crime prevention and control work has also recorded remarkable progress thanks to the maximum exploitation of comprehensive data sources.
Thanks to the synchronous and transparent data system, police units can easily detect, trace and quickly prevent violations of the law with high accuracy, creating a tighter and more effective security posture than ever before.
Population data becomes a solid "steel shield" to protect national security, maintain social order, and contribute to creating a peaceful living environment and sustainable development for the country.
The successful implementation of Project 06 is a premise for building and developing the National Data Center in the coming time, bringing great value to many aspects of life, economy and society such as creating social civilization, developing digital economy, serving security, national defense, politics and international cooperation on data./.
