Every year, Party committees and provincial authorities include food safety and security targets and indicators in the socio -economic development programs and plans of localities and units. In particular, the responsibility of heads of agencies, units, and chairmen of local People's Committees is linked to the responsibility of state management of food safety in accordance with the content of Directive No. 17-CT/TW (dated October 21, 2022) of the Secretariat on strengthening food safety and security in the new situation.
In the first 6 months of 2025, the Provincial Party Committee, the Provincial People's Committee, and the Provincial Food Safety Steering Committee issued 21 documents directing functional sectors and localities to implement food safety work. The province promptly disseminated, thoroughly grasped, and fully implemented the Prime Minister 's telegrams and directives related to handling fake milk, fake medicines, fake health protection foods, smuggling, trade fraud, and counterfeit goods.
With more than 52,500 food production and trading establishments, the province has built an inter-sectoral management system of health - industry - trade - agriculture. In each sector, from the provincial to communal level, functions and tasks are clearly assigned, ensuring no overlap. The Food Safety Steering Committee at all levels, headed by the Chairman of the People's Committee, has promoted its role in coordinating, directing, and coordinating to quickly, neatly, and promptly handle all situations. In the first 6 months of 2025, the whole province inspected and supervised more than 9,000 establishments, sanctioned 706 establishments for administrative violations with a total amount of more than 5 billion VND, and destroyed violating goods worth over 13 billion VND. Food safety propaganda was strongly deployed with more than 12,700 radio broadcasts, more than 600 press articles, nearly 82,000 leaflets and brochures. The highlight was the program launching the Month of Action for Food Safety, responding to Vietnam Consumer Rights Day with hundreds of businesses and people participating, signing commitments for safe food.
The province promotes the role of supervising food safety work through the Vietnam Fatherland Front, socio-political organizations such as the Women's Union, Farmers' Association... The models "Women say no to unsafe food", "5 no, 3 clean" Club, "Farmer members produce cleanly"... become the nucleus to spread awareness in the community.
Digital transformation in the field of food safety continues to be a bright spot. The province maintains an online food safety management system, providing 100% of the entire online public services, 100% of administrative procedures are digitized from the reception stage to the return of results. The food traceability system (https://qn.check.net.vn/) has issued more than 2,600 QR codes and 1,339 accounts to production and business establishments, helping consumers to transparently trace products, and is also an effective monitoring tool for management agencies.
The province continues to maintain safe agricultural production according to standards and regulations on quality and food safety. Up to now, the whole province has 322.35 hectares of crops certified by VietGAP, 329 hectares of cinnamon certified by organic agriculture. The province has issued 54 codes for growing areas with a total area of over 1,049 hectares (34 codes for export, 20 codes for the domestic market), and 7 codes for packaging facilities. The province actively participates in trade promotion, finding stable output for safe agricultural products. Cooperatives and small and medium-sized agricultural enterprises have gradually approached e-commerce, increasing their ability to access domestic and foreign markets.
To ensure food safety in the new situation, the province proposed that the central government should soon complete the single-point management organization model; amend the Food Safety Law, issue a special mechanism for online food control, and strengthen technical standards for product groups that do not have standards. The province also recommended adding human resources and investing in equipment for the commune level, where the food market is most directly monitored by the people.
With the high determination and consensus of the entire political system, Quang Ninh has achieved many outstanding results in food safety work. In the first 6 months of 2025, the whole province did not have a large-scale food poisoning incident with more than 30 people infected, no food-borne disease outbreaks were recorded, contributing to protecting the health of nearly 1.4 million people and more than 10 million tourists, creating a stable foundation for socio-economic development.
