In the first 6 months of 2025, the Council and the Standing Committee of the Council focused on directing the effective implementation of key tasks; urging and directing ministries, departments, branches and localities to launch and organize emulation movements and carry out commendation work, creating a vibrant atmosphere and new motivation, focusing on solving key and urgent tasks, removing difficulties, striving to successfully complete the socio -economic development tasks in 2025 and the 5-year plan for 2021 - 2025.
In which, the Council considered the proposal to award the title "Heroic City" to 1 collective; "Hero of the People's Armed Forces" to 22 collectives and 13 individuals, "Hero of Labor" to 4 collectives and 2 individuals.
The emulation movements launched by the Prime Minister continue to be effectively implemented, serving as the core and orientation for emulation movements nationwide and have achieved many important results, including: Movement "The whole country competes in innovation and digital transformation", "The whole country joins hands to eliminate temporary and dilapidated houses in 2025", "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste", "500 days and nights to complete 3,000km of expressways", "The whole country joins hands to build new rural areas", "For the poor - No one is left behind", "Cadres, civil servants and public employees compete to practice office culture", "The whole country competes to build a learning society, promote lifelong learning"...
The commendation work was carried out in accordance with regulations, promptly serving the political tasks and important historical events of the country, ministries, departments, branches and localities. Of which, 530 Decisions of the President commending 31,227 cases and 436 Decisions of the Prime Minister commending 6,785 collectives and individuals were implemented.
Speaking at the meeting, Prime Minister Pham Minh Chinh, Chairman of the Council, emphasized that in 2025, the whole country will have many important events, the 95th anniversary of the Party's founding; the 135th birthday of beloved Uncle Ho; the 80th anniversary of the Vietnam People's Public Security Forces' tradition day and the 20th anniversary of the National Security Day; the 50th anniversary of the Liberation of the South and National Reunification; the 80th anniversary of the founding of the country. Along with that, it is the year of the 11th National Emulation Congress, especially the year of the Party Congresses at all levels, towards the 14th National Party Congress. In that context, emulation and reward work is a catalyst, a common rhythm, promoting the exciting emulation spirit of the whole country.
In the first 6 months of 2025, the Central Emulation and Commendation Council and the Standing Committee of the Central Emulation and Commendation Council will promote their roles, actively carry out activities and successfully complete the assigned contents and tasks. In particular, urge and direct central ministries, branches, sectors, and organizations and localities to launch and organize emulation movements to well perform assigned political tasks from the beginning of the year; advise and propose to actively and effectively implement key tasks on organizing and implementing the Politburo's Directive on strengthening the Party's leadership in emulation and commendation work in the new situation; issue a Government Decree regulating decentralization and delegation of powers in the field of emulation and commendation; detail and guide the implementation of a number of articles of the Law on Emulation and Commendation; direct, guide, and urge the organization of patriotic emulation congresses at all levels and sectors, towards the 11th National Patriotic Emulation Congress in accordance with the process of restructuring the apparatus.
Along with that, emulation and reward work continues to receive attention and direction from ministries, departments, branches and localities, with focus and key points and effective implementation. In particular, the Prime Minister launched the movement "Digital literacy for all", "The whole country competes in innovation and digital transformation"; the emulation movements "The whole country joins hands to eliminate temporary and dilapidated houses in 2025", "Promoting the development of synchronous and modern infrastructure, competing in thrift practice, fighting waste", "The whole country joins hands to build new rural areas", "For the poor - No one is left behind" ... were effectively implemented.
Many emulation movements were launched and implemented effectively, with high spread, associated with important events of the country, such as: the creative emulation movement to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), towards the 80th anniversary of the August Revolution and National Day September 2; the "Emulation to Win" movement of the Ministry of National Defense; the "For National Security" movement focusing on the grassroots with the slogan "When people need, when people are in difficulty, there is the police" of the Ministry of Public Security; the "Solidarity, responsibility, discipline, integrity, innovation, overcoming difficulties, efficiency" movement of the People's Court sector; the "Professionalism, efficiency, effectiveness in general advice, serving the National Assembly, agencies of the National Assembly, agencies under the National Assembly Standing Committee, the National Assembly Office" movement of the National Assembly Office; the movement "Unity, determination; proactiveness, timeliness; breakthrough, efficiency" of the Government Office; the movement "Solidarity, discipline, innovation, efficiency, effectiveness" of the Ministry of Home Affairs...
On behalf of the Government, the Prime Minister highly appreciated the sense of responsibility and positive contributions of the Council members; acknowledged and commended the ministries, departments, branches, localities and mass organizations that responded, launched and practically and effectively implemented emulation movements, creating great spiritual resources, motivating the contingent of cadres, civil servants, public employees, workers, the business community and all classes of people to make efforts and contribute, making an important contribution to the very positive overall results of the country in recent times.
Frankly pointing out a number of shortcomings, limitations, causes and lessons learned, the Prime Minister pointed out that under the leadership of the Central Committee and the Politburo, headed by General Secretary To Lam, the entire political system has done a lot of work, focusing on reorganizing the apparatus from the Central to local levels, organizing two-level local governments; promoting growth of 8% or more in 2025 and organizing the implementation of four Resolutions - "four pillars" of the Politburo.
To contribute to the whole country's successful implementation of the above tasks, in the coming time, the Prime Minister requested the Council to continue promoting patriotic emulation movements, launching peak emulation campaigns, achieving achievements in celebrating major holidays and important political events of the Party, the country and the nation; and to carry out commendation work well, promptly, publicly and transparently, serving major political events, holidays and anniversaries of the country, ministries, departments and local branches in 2025.
In addition, continue to research and perfect the system of legal documents on emulation and rewards to suit and meet practical requirements in the new situation of implementing two-level local government, ensuring real effectiveness, closely linked with promoting decentralization and delegation of power, along with allocating resources to localities; successfully organize the Congress.
The 11th National Patriotic Emulation welcomes the 14th National Congress of the Party with the highest responsibility, determination, greatest effort, and spirit of serving the people to create new momentum and motivation, contributing to consolidating and promoting the endogenous strength of the entire nation.
The Head of the Government directed to review and launch the movement "All people compete to get rich and pay taxes"; organize a summary of the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025", and the peak emulation period "500 days and nights of emulation to complete 3,000 km of highways".
Ministries, departments, branches and localities continue to launch and actively implement emulation movements with the spirit of "thinking honestly, speaking honestly, doing honestly, achieving real results, and giving real benefits to the people"; always innovating and improving the activities of Emulation and Reward Councils at all levels; promoting the role and responsibility of Council members; promptly consolidating and perfecting the organizational apparatus, arranging cadres to do emulation and reward work in accordance with the organizational model after the rearrangement.
Suggesting the launching of a literary, artistic and journalistic writing contest about good people and good deeds, to popularize and spread advanced models and good things throughout society, promote the spirit of emulation and meet the needs of cultural enjoyment, improve the material and spiritual life of the people, Prime Minister Pham Minh Chinh directed to continue promoting the propaganda of President Ho Chi Minh's patriotic emulation ideology, policies and laws on emulation and rewards; propagating and praising the expansion of emulation movements, creative and effective models, advanced models, good people and good deeds; and the results of the country's socio-economic development.
The Prime Minister requested all levels, sectors and localities to be proactive, creative, and innovative in their work, carry out emulation and reward movements, especially honoring advanced models, selecting the right people for the right job, at the right time, in the right place, creating a driving force, spreading deep inspiration throughout society, arousing patriotism, the desire to contribute, and striving to compete and successfully complete the socio-economic development goals in 2025 and the 5-year period of 2021-2025./.
