Dong Nai seeks solutions to handle problems in the fields of land and environment after merging communes and wards

According to the report of the Department of Agriculture and Environment, the unit's operations in the new situation face many difficulties and obstacles such as: the collection of household waste after the merger of communes and wards; the decentralization and delegation of authority in the water resources sector has not been unified and synchronized between laws and guiding decrees; the data interconnection in water resources management and environmental management has not been implemented due to the lack of a common integrated platform in the whole sector because data is still fragmented between fields; the electronic process of handling administrative procedures according to the two-level administrative unit model in the process of use is still difficult and problematic, the cause is that the data connection line is unstable, slow, and interrupted, leading to a long implementation time.

In particular, the volume of records generated daily is very large, monitoring, reporting the results of administrative procedure settlement, urging the processing of records and reviewing the reasons for late records of the unit is very difficult. Land management software has not updated data synchronously, slow processing speed affects the process of handling records, especially in the field of land...

Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang shared the difficulties of communes and wards in the new situation with a large workload, new operations still have many confusions and problems. The Department of Agriculture and Environment needs to quickly organize training activities in the style of "holding hands and showing work", integrating into each specific case related to the fields for communes and wards to grasp and implement immediately.

Regarding administrative procedures, the Department of Agriculture and Environment needs to review and recommend the Provincial People's Committee to amend and supplement them for completion. An important content is that the Department of Agriculture and Environment needs to coordinate with communes and wards to quickly create a map of the current status of 95 commune and ward-level units, as a basis for construction management and assigning responsibility for illegal construction arising later. Along with that, localities need to strengthen management work, not allowing illegal construction to occur.
