Accordingly, from June 20 to 26, Hanoi will pilot a two-level government model in 126 communes and wards. During the pilot, the city will focus on handling public administrative services for people and businesses; and coordinating between departments, branches, and localities.
On June 27, the city will hold a meeting to review and draw lessons and continue to implement synchronously. The pilot will be conducted at the headquarters of 126 new communes and wards and at reception and result delivery points across the city, including 12 central branches of public administrative service centers and grassroots public administrative points.
The Hanoi Party Committee requested that specialized agencies advising and assisting the Party Committee, departments, branches and sectors of the city will promptly guide and resolve problems and difficulties, make recommendations and propose issues from local practices, ensuring unified, continuous, smooth, uninterrupted and effective operations when organizing the two-level local government model from July 1.
The Standing Committee of the City Party Committee requested that the organization of the trial operation of the two-level local government model in the city must ensure substance and efficiency, focusing on a number of basic issues, first of all ensuring consistent leadership and direction in all areas: Public administrative services serving people and businesses, Party building, caring for people's lives, ensuring national defense, security and economic and social construction and development of the City Party Committee, City People's Committee and new commune-level Party Committees and People's Committees.
Previously, Chairman of Hanoi People's Committee Tran Sy Thanh signed a decision to establish 30 handover teams and 126 teams to receive tasks, organization, staffing, finance, assets and facilities in 30 districts, towns and 126 new communes and wards.
Currently, Hanoi has 9,536 cadres and civil servants assigned to 126 communes and wards. Of these, 876 people have resigned according to Decree 178, and the city has resolved the regime for 300 people. There are 253 people who have not been assigned suitable positions after the reorganization.
Hanoi currently has 903 administrative facilities in use in 30 districts, towns and 526 communes, wards and townships. After the reorganization, the city will arrange 232 houses and land to serve as headquarters for 126 communes and wards according to the principle of "one centralized headquarters" or "two decentralized headquarters" depending on specific conditions, ensuring to meet the requirements on location, scale and working conditions.
